Opening up the Discussions tab

👋 Welcome!

Aside from the Matrix/Telegram chat room, I am opening also a discussions on GitHub. This is intended for those who want to as a simple question without necessaily joining the chat room.

• Questions or success reports are more fitting to here than issue tracker.
• No "plzbro": we can't recover your dead smartphone, not everyone is interested in their UE capabilities (SCAT's main goal is not analyzing how your uber-expensive phone can do).
• The same code of conduct as chat room also applies here.
