If the content is available in the Cloudflare cache and we are not going to download it from the SP, then IMO we should keep serving the requests even after the cache-miss quota is exhausted.
The question is whether this is something we need to fix before the GA launch, or whether we can defer it until later - in which case, please open a follow-up issue.
