Set an upper bound on exponential backoff #1056

Done Criteria
Exponential backoff in rounds is capped to X minutes/hours.
Why Important
When there is a n operational event of F3 stalling we want to see the network recovered within a bounded amount of time after deploying or making fixes;
Notes
- We've been impacted by the lack of a cap multiple times in th elast 6-7 months since F3 has been activated. There isn't a good reason to exponential backoff for days/.
- This involves a slight FIP update.
