Bug: Sometimes can't open recycle bin

Description

When I try to access the recycle bin, sometimes the app fails and says that the directory can't be located. I have to restart the program to fix the issue.

Steps To Reproduce

1. Start Windows 11
2. Open Files App
3. Try to access Recycle Bin (may or may not work/inconsistent)

This issue should already be resolved in the latest preview build.
