Steps used to test these changes

1. Open Files
2. Open a folder and enable the info pane
3. Open the release notes page
4. See that the info pane isn't open in the release notes page
5. Navigate back to the previous folder
6. See that the info pane re-opens
7. Open the release notes page again
8. Restart Files
9. Navigate from the release notes page to a folder
10. See that the info pane re-opens after a restart where the only open tab was the release notes page (the info pane visibility was correctly restored from the settings model)
