Remove dependencies of finecode_extension_runner

Extension runner is added to each environment of a project, also to runtime. It may not affect runtime dependencies of the project, and the only way to achieve this is to remove its dependencies. Some of them are not really needed any more, some of them should be built in or eliminated in another way. This will be analysed and decided in this issue.

Done the first step in #20 :

• removed dependencies needed only for built-in action handlers by moving handlers in separate package
• finecode_extension_runner and its dependencies are not installed in runtime environment any more. But minimizing dependencies is still important, because these packages can conflict with runtime and other dependencies in dev environment
