Support using table data for row permission filter rather than view port data

RowPermissionFilter currently calls the RowPermissionChecker with view port data
There are usecases where RowPermissionChecker need to check on a table data that is hidden on the view port

May need to support both usecases

in #1637, changed the RowPermissionFilter to give the entire row to RowPermissionChecker hence this issue is resolved.
