Fix functions deploy by upgrading to node 20

This needs to be upgraded in 2 places, package.json's engines.node and here. I guess we missed this one. Node 18 runtime was decommissioned Oct 30 2025.

Also updated firebase-tools and firebase-functions versions used in E2E tests. Modified the import so we can remain on functions v1. Should update functions to v2 at some point.
