feat(messaging, web): add support for debug tokens on Web

Description

Adds WebDebugProvider for firebase_app_check, matching the existing AndroidDebugProvider and AppleDebugProvider pattern. Sets self.FIREBASE_APPCHECK_DEBUG_TOKEN via JS interop before initializeAppCheck is called. Supports both auto-generated tokens (WebDebugProvider()) and explicit tokens (WebDebugProvider(debugToken: '...')).
