[Tooling] dotprompt frontmatter is sent as part of text to llm

Describe the bug
The frontmatter in dotprompt file is included in the text sent to the model.

To Reproduce
Steps to reproduce the behavior:

1. Add a dotprompt in the prompts/ directory
2. Fire up the dev ui, and run the prompt
3. Look in traces
4. See frontmatter was sent as part of text to the model

Expected behavior
frontmatter should be excluded
