Can't scroll the header while the mouse is over a process track with no main thread

Steps to reproduce:

 1. Open https://perfht.ml/2MdHXHv
 2. Move your mouse into the very first track ("Process 31160"), which is empty.
 3. Try to scroll.

No scrolling happens.
