Lockstep version bump 4.2.0 -> 4.3.0 across all four crates; dvb-common dep
requirement -> 4.3. Additive release (one perf change #44, one cleanup #46),
no breaking changes.

- dvb-si: epg module (#51), resync module (#61), adaptation field + PCR (#48),
  SiDemux single-lookup perf (#44), dead-field cleanup (#46)
- dvb-t2mi: decoded timestamp emission_offset accessors (#47)
- dvb-bbframe: buffer-reusing feed_hem_into/feed_nm_into (#45)
- dvb-common: lockstep, no code change
- CHANGELOGs finalised; docs/release-notes/v4.3.0.md added
