Additive workspace minor (no breaking changes). Bumps the seven lockstep
crates to 6.3.0 and rolls their changelogs; dvb-stream stays 0.1.0 (independent).

- #58 dvb-scte35 — new lockstep crate (first publish): ANSI/SCTE 35 parser +
  serializer, typed MPU/MID UPID, validated vs all 8 §14 spec vectors.
- #60 dvb-stream — async tokio adapters (independent 0.1.0, not in the tag).
- #61 dvb-si TsResync 188/204 byte-stream resync helper; dvb-tools migrated to it.

docs/release-notes/v6.3.0.md added. release.yml publishes 7 crates in
dependency order (common→scte35→bbframe→si→conformance→t2mi→tools); dvb-stream
excluded.
