Update startup to register each immediate subdirectory under OPENCHAMBER_DEFAULT_PROJECT_DIR as an initial project. Keep fallback behavior when no child folders exist and clarify env template wording. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

OPENCHAMBER_DEFAULT_PROJECT_DIR直下の各フォルダを初期プロジェクトとして追加するよう変更しました。直下にフォルダがない場合は従来どおり指定ディレクトリ自体を追加します。.env.templateの説明も更新しています。
