This targets the PCCS branch and adds a method to
AttestationVerifierallowing attestations to be verified with a synchronous method if the collateral is in the cache.It addresses #2
The danger of this is what happens when the cache is incomplete. For this reason, when using the sync version we should consider waiting and retrying when attestation fails for this reason.
