Error on first attempt to turn off disk encryption via cli #10552

Operating system: (e.g. macOS 11.2.3)

Web browser: (e.g. Chrome 88.0.4324)


🧑‍💻  Expected behavior

A user is able to turn off disk encryption using the cli with no errors.

💥  Actual behavior

The first time a user tries to set disk encryption from on to off an error will occur.

My hunch is that the profile is removed and then some thing is looking for that profile before completing the update.
