🧑‍💻  Expected behavior

Fleet shows a banner to reset the disk encryption key not only if the key present in the host is not decryptable, but also if it's empty.

💥  Actual behavior

Empty keys are not ingested, so Fleet has missing data to make a decision on whether or not show an encryption key banner
