Fleet v4.39 is scheduled for release on 2023-10-13 (afternoon PST)

Prepare and publish the release article so that folks in the Fleet/osquery community can understand the latest features.

Great question @spokanemac. FYI the relevant issue for Sonoma testing is: #13669.

@noahtalerman @georgekarrv @sabrinabuckets do you think this will be ready by end of sprint so that it can be included in the release notes? I see that it is in confirm and celebrate, but there are some todos still.

@zhumo with the exception of using Nudge for updates (since there have been no dot updates yet) I am confident that all basic MDM functionality is working as expected. I am still working on verifying the wait for release & prefill account flows, but anticipate being able to verify those today. Tentatively speaking, I think we should be clear to announce Sonoma support with this release. If that changes for any reason I'll make sure to flag it.
