All labels are missing from the Chromebook host.

This is due to errors on the host:

It's hard to reproduce. The host needs to run for a long time to get into that bad state.

Recommend updating to the latest version of wa-sqlite and see if that fixes the issue.

I could not reproduce this issue for debugging. I hypothesize that detail queries failed, and the server cleared all labels for the host. I put in a speculative fix not to clear labels if all detail queries failed.

Maybe it's failing to execute the label queries? (with such RuntimeError: memory access out of bounds error). And that should be fixed instead of changing logic in Fleet?

Released v1.1.4 to chrome-beta with bigger wa-sqlite stack memory. Waiting 2 days to see if issue shows up again.
