Ability to manage labels via best practice GitOps

• @noahtalerman: numa requested this because they want to manage all parts of Fleet using Fleet's YAML files in a GitLab repo (GitOps). Currently, they don't have a way to manage labels via the YAML files.
  • @noahtalerman: In the interim they can use Fleet's UI/API to create labels.
  • @noahtalerman: Note that fleetctl apply (used for backwards compatibility GitOps) supports managing labels. Maybe there's functionality we can borrow here.

Reframed as "via best practice GitOps." Why? Users will interact w/ a git repo.

fleetctl gitops is the how. It's the the command that runs under the hood.

customer-reedtimmer inquired about documentation for fleetctl gitops, a link was provided to a draft PR with in-progress documentation. 'fleetctl apply` will continue to be supported for import and backwards compatibility with GitOps.
