if a host turns OFF MDM features, and turns them ON afterwards, it doesn't receive the command to install `fleetd` again

This is more of a sanity check: should a host receive fleetd any time it turns on MDM features? this has been raised by Brock on behalf of customer-preston in this thread

On a host that has previously enrolled in Fleet:

• uninstall fleetd
• install the profile with user email
