Website bug: Github webhook unfreezing fleetdm/fleet repo

Issue:
The receive-from-github webhook on the website unfreezes the entire fleetdm/fleet repo when it sends a request to unfreeze a single PR.

I reproduced this by freezing the main branch of the repo and sending a request with postman to unfreeze a single PR. The response from the MergeFreeze API says the main branch is frozen, but the mergefreeze dashboard shows that the repo was unfrozen by an API request.

I merged #19371 to disable the requests to MergeFreeze to prevent this from happening, and I emailed MergeFreeze support about this issue.
