Potential bugs with VPP software version population (unreleased) + missing navigation header for empty state (released)

Hey @jacobshandling, regarding the strange UX in screenshot 2 (software title page), I think we could update the copy to improve this quickly:

New header: "No versions detected."

New sub-header: "Install this software on a host to see versions."

This way, the IT admin knows that version info only shows up when the software is installed.

There's still the timing issue. Even when software is installed on a host, Fleet only collects versions every 1 hr (cron). In the upcoming sprint, the plan is to add a timestamp w/ a tooltip to the versions table to solve this.

@jacobshandling regarding your 1st screenshot. How did you get to that page?

I'm guessing you navigated directly to software/versions by typing it into the URL bar. But, I'm also guessing you could get there by clicking the "Show versions" toggle.

If that's the case, in the Software > vulnerabilities empty state, I think we expect to still see the "Show versions" toggle and other filters (ex. search bar).

Also, I think we can make a similar copy change to the empty state on the Software > versions table.

@noahtalerman I got there with the versions toggle. You're right, the toggle/search bar should still be there. That part would be a released bug. I'll include that fix with the work for this ticket unless anyone thinks we should break it into a separate released bug.
