GitOps not working when applying Self-service tag to VPP apps

💥  Actual behavior

when apply the .yml file to upload a VPP app to a team with Self-service, it does not receive the tag and is not available for install on the host

🧑‍💻  Steps to reproduce

1. apply the .yml file via gitops using the supported format outlined here
2. Note that the team and VPP get created but without the Self-service option
