BYOD iPhone deleted in Fleet never re-appears even though it's still enrolled

💥  Actual behavior

If I delete a BYOD (only BYOD? Unsure.) in Fleet, the device will not reappear in Hosts console even though the device will still have profiles installed on it.

Enroll BYOD, delete in Hosts page.

Deleting a device could include an option to also remove the device from MDM like mentioned here:#22820

This issue was fixed for ABM (not BYOD) devices #21073 because we never fully delete devices that are still in ABM.

One way to fix this is to delete the device, but then issue an MDM refetch command. If refetch results come back successfully (which could be days later), we create a new host from the results.
