Notarization broken in `fleetdm/fleetctl`

This bug issue corresponds to the PR opened by the community: #23843.

Steps to reproduce (from the PR):

docker run -it fleetdm/fleetctl package --type=pkg --fleet-url=myurl --enroll-secret=mysecret --macos-devid-pem-content=XYZ --notarize --app-store-connect-api-key-id=XYZ --app-store-connect-api-key-issuer=XYZ --app-store-connect-api-key-content=XYZ

PS: I cannot reproduce because I don't have a developer ID I can test this with (and our CI automation uses the fleetctl executable to sign & notarize fleetd-base.pkg installers).

@jahzielv I still have not received my developer account activation from Apple. Is this something you could try reproducing?

@xpkoala I've tried a few times, but I can't reproduce. It's almost certainly due to some configuration thing I'm doing wrong, but I've tried every combo of things I can think of and haven't been able to 😖

I can give it another try later today tho, and lmk if you want to pair on it!
