Daily scheduled fleetctl test fails randomly

💥  Actual behavior

The test Test Fleetctl, Orbit & Preview from integration.yml seems to have a 50% chance of failing every time it's run.

1. Wait for the scheduled job to be run
2. Observe potential failure

The failure appears to be related to the inability to resolve the address of the tunnel that would allow fleetctl to communicate with the fleet server running in the other action.

@lukeheath, @noahtalerman, I'm assuimng eng_intiated tickets should also get a product label first.

@sharon-fdm We don't file engineering-initiated bugs (slippery slope to tech debt as bugs), so we file as a normal bug or an engineering-initiated story.

Given the behavior I think this format is fine, I've just removed the bug label, added eng-initiated and moved it to ready for spec. This test failing 50% of the time is definitely something we need to fix.

@lukeheath reminder to move eng-initiated stories to "In progress" so they get a user story, all the TODOs in the user story template get filled out, and the story goes through user story review like all other user stories.

I moved it back to "In progress."
