First page of Host software list is not paginated in some cases #28156

💥  Actual behavior

First page is returning count =323 but "has_next_results" is false:

🧑‍💻  Steps to reproduce

  1. For an enrolled host go to the Host details >> Software tab. Ensure that the host has a VPP app that is available for install/already installed in the first page of the results,
  2. Look at the list of all software

This appears to be related to having a VPP app that is available for install/already installed in the first page of the results. After I deleted the 1Password app, this issue went away.
