VPP App does not show as available to install for a host if the host had the App Store App installed prior to the app being added to Fleet #28337

Fleet version: 4.67.0
Web browser and operating system: n/a


💥  Actual behavior

Keeper app does not show as available to install for that host, but it shows up for other hosts that do not have it installed.

🧑‍💻  Steps to reproduce

  1. Start with a macOS host that has an app store app installed but not through fleet. I am using Keeper app in this scenario but it is not specific to Keeper app.
  2. macOS host is reporting Keeper app as installed software
  3. Add Keeper app to Fleet as a VPP app available to all hosts on the same team as the macOS host

🕯️ Expected results

Keeper app should show as available to install for that host and all other MDM enabled hosts on that team.
