Single VPP app doesn't show up in Self-service, requires multiple VPP apps #28919

💥  Actual behavior

No VPP app shows when there's only one

🧑‍💻  Steps to reproduce

  1. Only add one VPP app to a team and make it available for Self-service
  2. Open Self-service on the host
  3. Notice no VPP app shows
  4. Add an additional VPP app
  5. Refresh Self-service on the host
  6. Notice VPP apps both show up

Self-service is showing what is returned in the API response so this appears to be a back-end bug
