On Fleet server URL update, we need to also update (or create a new) PubSub subscription pointing to the new URL.

@getvictor what happens today? Does updating the Fleet server URL break Android MDM?

If that's the case I think we want to document that ASAP.

Goal

User story
As a IT admin,
I want to update my Fleet server URL
and continue using my current Android enterprise.

Currently, Android creates a PubSub subscription tied to the Fleet server URL. This endpoint is used to receive updates from Google. On Fleet server URL update, we need to also update (or create a new) PubSub subscription pointing to the new URL.
