Normalize empty states in Fleet UI

Another doozy here, @lukeheath to normalize empty states. I've mapped the wireframes per section of Fleet UI. In addition to normalizing the empty states, I've also detailed areas of the UI that are currently hidden in empty states and want to be exposed. E.g.:

Hey @mike-j-thomas heads up that I moved this issue and other issues assigned to @lukeheath over to the "Ready" column instead of the "In review" column.
