MacOS hosts are stuck in Pending state even after configuration profiles were removed

Steps to reproduce:

1. Navigate to "Controls" page
2. Select "Virtual Machines" for team
3. Click "OS settings" tab
4. Click "Custom Settings" tab
5. Remove all configuration profiles
6. Refetch hosts in Pending status
   Expected: Hosts will eventually leave the "Pending" status.
   Actual: Hosts are stuck in the "Pending" status. See MDM commands in the Upcoming tab in the Activity section.

@AndreyKizimenko I think that's right. @JordanMontgomery please let us know if we're wrong.

Even if it's right, this is a confusing experience. The UI doesn't tell me why those are stuck in pending. I opened a PR to the docs. Spot in the docs that "Learn more" in the expiration banner links to.
