Policy automations revert to old value in UI after saving (Fleet Free)

💥  Actual behavior

In Fleet Free, the Policies > Manage automations > Other modal displays the old values after saving then re-opening the modal without refreshing the page.

Make sure modal form fields display the updated values after saving

🧑‍💻  Steps to reproduce

These steps:

• Have been confirmed to consistently lead to reproduction in multiple Fleet instances.
• Describe the workflow that led to the error, but have not yet been reproduced in multiple Fleet instances.

1. On free.fleetdm.com, go to Policies > Manage automations > Other
2. Enable or disable, check some boxes, then save and see success message.
3. Without refreshing the page, reopen Manage automations > Other and see the modal has reset to its previous state (changes appear to be reverted)
4. Refresh the page, see changes were indeed saved

I haven't observed this in Fleet Premium, only on our free instance. And it seemed to get better when I had the inspector open (probably because disabled cache?)

Seems #39392 might fix the issue. We'll check that before estimating.

• Commit ea3e47b2d44b5e95904edacdcf158efe957f1855
• DB writer and reader instance (in case it's a replication lag bug).
