Task

Always show Manage Automations. Disable it and show a tooltip if looking at a specific team's queries and that team has no queries (only inherited queries OR no queries at all).

Condition of satisfaction

• If a team has queries but they're all inherited, the Manage Automations button should be disabled with To manage automations add a query to this team. For inherited queries select "All teams". as the tooltip on hover.
• If a team has queries, the Manage Automations button should be enabled.
• If All teams does not have any queries, the Manage Automations button should be disabled with To manage automations add a query. as the tooltip on hover.
