  1. Policy form: Add "Include all" to the TargetLabelSelector dropdown (currently has "Include any" / "Exclude any").
  2. Query/report form: Add the same dropdown (currently queries only support "Include any" with no dropdown).
  3. GitOps mode: Disable the new dropdown in GitOps mode.
