Getting a 200 OK response when sending POST request to /api/v1/fleet/commands/run with MDM ~3MB

Steps to reproduce:

1. Create POST request to https://qawolf-premium.cloud.fleetdm.com/api/v1/fleet/commands/run with MDM that's ~3MB

Expected: Call should fail because the max limit is 2MB.

Actual: We get a 200 OK response
