Task

Rename the existing "End user authentication" card to "Users", update the URL, and add the "Managed local account" checkbox.

Conditions of satisfaction

• /controls/setup-experience/users renders with title "Users" and both checkboxes
• /controls/setup-experience/end-user-auth redirects to new URL
• Managed local account checkbox reflects persisted state on load
• Toggling and saving works; correct flash message shown
• Checkbox not shown for teams without ADE configured
• GitOps mode: checkbox visually disabled
• yarn test passes for the updated component
