Free - Admin unable to edit a user's password #44227

Steps to reproduce:

  1. Log in as admin account (fleet+GlobalAdmin12@qawolf.email)
  2. Navigate to Settings > Users
  3. Look up user with name "Update Existing Password"
  4. Click Edit
  5. Enter a password for the user and Save

Expected: No success message appears on the screen. Error appears in console.

Actual: Should see a success message appear at the top of the page.
