Dashboard uptime aggregate view doesn't show variation present in individual hosts

💥  Actual behavior

When selecting the speciic host titanosauria, which has been powered off for the last month, it shows 100% uptime:

I would expect to see 0% uptime from this host because it has been powered off.

These steps:

• Have been confirmed to consistently lead to reproduction in multiple Fleet instances.
• Describe the workflow that led to the error, but have not yet been reproduced in multiple Fleet instances.

1. Visit dashboard on dogfood.
2. Filter to specific host and select titanosauria.
3. Note 100% uptime since chart was deployed.
