IIRC changes to the test schema without a migration will get overwritten the next time a migration is committed

I believe this table is seeded with the default AppConfig object. So when we modify AppConfig, we need to generate new schema. Similar change in previous PR: https://github.com/fleetdm/fleet/pull/18571/files#diff-7818b0d68716f7b646cd6cab1b428cc62c1b37a10943968d8537c5d8e8b35e2f

If the webhook response is a 429 error code, the webhook retries for up to 30 minutes.
