Use new exclude_fleet_maintained_apps flag

This PR updates the calls to the "list software titles" API to include the exclude_fleet_maintained_apps=true flag.

I tested this with #25649 successfully.

@sgress454 Looks good! We'll also need this flag added to the API requests in the /ee/bulk-operations-dashboard/api/controllers/get-software.js action, otherwise Fleet maintained apps will only be excluded in the initial software page load.
