Unfortunately, the API doesn't work.(At least, not like I'm assuming it works.)I realized after a while that the API expects the state of which PR numbers have been unfrozen to live in userland, rather than telling the API to unfreeze or freeze PRs individually. So I updated this PR to go about it that way.
