Flet CLI moved into separate module and extended with sub-commands.

This change is required for extending Flet CLI with new commands:
build- building standalone desktop bundle. The command wraps PyInstaller on Windows and macOS.create- create a new Flet app from a template. The command adds "assets" directory with icons andmanifest.json.
