Overview
Updates the locked nbconvert dependency to 7.17.0 in poetry.lock (from 7.16.6).

This refreshes the lock metadata (new artifacts/hashes), raises nbconvert’s declared Python requirement to >=3.9, and tweaks extras (adds intersphinx-registry and loosens the sphinx pin from ==5.0.2 to >=5.0.2).
