This PR adds Kodiak (https://kodiakhq.com/)
Kodiak is a tool for Github automation. It is configured to do things like automatically merge PRs that pass all checks (incl having a review) that are labelled with the tag "automerge".
It also automatically merges dependabot PRs that have all the checks + are just minor updates.
We'll play with it a bit here to get a feel for it.
