SMART-13357: Document the DVK API Add TCPIP-dvk covering every dvk subcommand, its responses and error codes, the DVK status lines, licensing, slot limits, transmit interaction, the download/upload transfer flow, and an example interaction. Behavior is taken from the smoothlake DVK handler as released in v4.2; v4.3-only behavior is left out until 4.3 is public.
