fmpz_mat_rref_mod(usefmpz_mod_mat_rrefinstead)_fmpz_mod_mat_reduceand combine withset_fmpz_matfmpz_mod_mat_rrefandfq_*_mat_rrefto take a separate input and output matrix. This breaks compatibility but it has been annoying me too long. I don't touchnmod_mat_rrefin this commit though.
