Downloading the AV1 test suites results in downloading multiple times a 6GB archive #309
Description
The AV1 testsuites relies on the same archive named [argon_coveragetool_av1_base_and_extended_profiles_v2.1.1.zip](https://aom-cwg-av1-argon-streams-public.s3.us-east-1.amazonaws.com/argon_coveragetool_av1_base_and_extended_profiles_v2.1.1.zip) which is 6GB big and which is downloaded several times due to the download algorithm.
When a list of test suites is provided, we should cache the downloaded urls and keep the archive until all test suites have been downloaded saving precious time and bandwidth.
