I am also having this issue. I tested with a completely clean install of RimWorld (deleted everything in AppData and reinstalled the game) and still had the issue. I only had Harmony and Mod Manager installed. Loading a mod list would populate the list of mods, however there was no "subscribe to all" button and clicking any of the missing mods just showed a blank window and right clicking does not do anything.

Dev hasn't added it to the latest version yet, he says he's working on it

I hate to ask, but is there any update to this issue? Being a C# Developer, I may be able to contribute if it is still a problem.

I'm still having the exact same issue described by Yolopather12. To confirm, for me I have a new install, I have my modlist that I want to use but when I load it the list of mods appear on the right side but are grey and cannot be interacted with and there's no option to mass subscribe anymore.
